Steven Ireland is one of the nation’s most experienced civil engineering and construction consultants, with a career spanning more than three decades of hands-on involvement in the country’s most demanding infrastructure projects — highways, bridges, dams, tunnels, ports, and major heavy civil construction.

Steven’s career has taken him through every phase of major construction: from initial design review and bid analysis through construction management, quality control, schedule oversight, and final project closeout. He has worked alongside contractors, owners, engineers of record, subcontractors, and government agencies — giving him a rare 360-degree perspective on how construction projects succeed, and how and why they fail.

That experience is precisely what makes Steven such an effective expert witness. When he takes the stand — or sits for a deposition — he doesn’t speak in theoretical terms. He speaks from decades of real-world construction experience, and juries, arbitrators, and opposing counsel recognize the difference.

Development of RFP and Pricing for 16-miles of express lanes. Design-Build style contract with SPV. Winning Contractor - Dragados-USA/Acciona.

Wild Horse Reservoir CM/GC ($1B+)

Development of RFP/Pricing for City of Aurora. Three new dams: earth, rock, and RCC. Indicative Pricing and schedule developed. Winning Contractor - Dragados-Flatiorn-Sukut.

Prado Dam Spillway Modification IDaC ($1B)

Reconstruction over seven work seasons for Army Corps of Engineers. IDaC delivery process required schedule/pricing development. Winning Contractor - Barnard Construction.

Inglewood Transit Connector ($1B+)

RFP development (DBFOM) for an elevated cable car over 1.6 miles including 3 stations connecting LA Metro K-Line to SoFi Stadium. Winning Contractor - Tutor Perini.

Frederick Douglas Tunneling Project ($1B+)

CMAR RFP for Amtrack on the B&P Tunnel. Tunnels, mined caverns, cross-passages. Two single-track 26' ID tunnels excavated by TBM. Winning Contractor - Kiewit.

WSDOT. New Interstate to connect SR 509 to SEATAC Airport. Lead TWG, ATC ideas, 1 on 1 meetings. Bid Results: Lane $317M.

Lower Elkhorn Basin Levee Setback

California DWR. Develop and Submit Bid Estimate for Construction of a new 5.2M Cubic Yard Levee near Sacramento. Bid Results: Lane $144M.

  • Northern CC-215 Beltway from North 5th Street to UPRR ($65M) – Clark County Public Works – Role: Project Manager.
